Planning and Zoning - Shoreland Management
The County Planning and Zoning – Shoreland Management Ordinance applies to the shorelands of public water bodies in the unincorporated areas of Norman County.

 

Permits are required for the construction of any structure within 1000 feet of a lake or 300 feet of a river. The county also permits and enforces county-wide zoning in all unincorporated areas of Norman County. No owner, contractor, subcontractor, builder or other person shall begin a project regulated by the county Environmental Services Officer without the necessary permits. Permits are required for the placement of structures or structure additions, including such activities as construction of residences, garages, decks, signs, second story additions, basements, and grading and filling activities.

Violations – work without the required permit – are charged the regular fee plus after-the-fact fees as designated by the Norman County Board of Commissioners.

When planning a building project within the Floodplain or Shoreland District additional regulations apply, so please contact the Environmental Services office well in advance of starting any construction projects in these areas.

Planning Commission/Board of Adjustment
The Norman County Planning Commission and Board of Adjustment conduct meetings on the forth Monday of the Month.

Meetings are held at the Norman County Courthouse in the county board room at 9:00am.

Septic System Management
The Norman County Subsurface Sewage Treatment System Ordinance and local sewage treatment system program regulates the siting, design, installation, alteration, operation, inspection, maintenance, monitoring and management of the subsurface sewage treatment system on all lands in the county except incorporated areas that administer a program by ordinance within their jurisdiction.

The construction, installation, modification and operation of a subsurface sewage treatment system requires a permit from the Norman County Environmental Services Department. The Environmental Services Department is responsible for the administration of the SSTS program plus all provisions of the Ordinance.
