Absentee by mail:
Sign and return an absentee ballot request form as soon as you can to ensure you receive your ballot timely and your vote is counted on Election Day. Fill out the ballot application and return to the district office.

Your ballot will be sent via US Postal Service during the absentee voting period, which starts 46 days prior to Election Day. You may send your ballot back to us via mail or drop it off in person at the absentee voting office (408 Main Ave W., PO Box 420, Twin Valley, MN 56584).

Real Estate Taxes Due

REAL ESTATE TAXES DUE
First half 2023 real and personal property taxes are due May 15th. Taxes are payable by mail at Norman County Treasurer, PO Box 266, Ada MN 56510; or you may now pay online through our website, www.co.norman.mn.us. If you are unsure of the amount you owe, please contact the office at 218-784-5471 and staff will assist you. Payments postmarked after May 15th will be assessed penalty per M.S. 276.017. 

Social Services Closing for Staff Training Event

Norman County Social Services will be closing for a portion of the day on April 20th, 2023 from 8:30am -1:30pm for a staff training event. 
They will reopen at 1:30pm and closing at the end of their normal business hours of 4:30pm. 

State of Emergency Declared for Norman County Spring Flooding

On 4-4-23, the Norman County Board of Commissioners passed a resolution declaring a State of Emergency due to impending 2023 spring flooding. Norman County Emergency Management, the Highway Department and the Sheriff’s Office have been busy gearing up and planning for this flood season. Residents and property owners are advised to take all necessary precautions to prevent loss of property and serious injury due to rising flood waters.

Norman County to Close Offices for Sheriff Jeremy Thornton's Funeral

Update: 1/9/2023
Norman County will be closing offices at 2:30pm on January 11, 2023 to allow county employees to attend Sheriff Jeremy Thornton's funeral. Normal business hours will resume Thursday, January 12, 2023. 

Courthouse closing

On December 8th, 2022, Sheriff Thornton was diagnosed with Pancreatic Cancer and had been doctoring since.  Sheriff Thornton was placed on Hospice Care on Wednesday and was brought home under their care. Dozens of law enforcement officers, first responders, and community members escorted him to his home south of Twin Valley, where he passed away. He was 53 years old.

Thornton served 12 years as the Norman County Sheriff and had worked for the department for the past 27 years. He was reelected to his 4th term as Sheriff this fall, which he had previously indicated would be his last, and was sworn into the position in the hospital on Tuesday morning. There is no word yet on the next steps for the department.

Sheriff Thornton’s family would like to thank the Norman County community for their support over the past several years.

Funeral details for Sheriff Jeremy Thornton:

A visitation will be held on Tuesday, January 10, 2023, from 4:00pm to 7:00pm, at the Zion Lutheran Church in Twin Valley with a prayer service beginning at 7:00pm. 

Funeral services will be held at the Ada-Borup-West Public School in Ada, MN on Wednesday, January 11, 2023, at 3:00pm, with a visitation 1 hour prior.

Ballot Drop Box

The Norman County Official Ballot Drop Box is available for your convenience at the Norman County Courthouse at 16 3rd Ave E Ada, MN.  There are two drop boxes available; one on the North side of the courthouse and one on the East side of the courthouse.  These secure boxes are monitored by video surveillance. 

Ballots may also be dropped off in-person at the Auditor's Office, Monday-Friday 8:30 am - 4:30 pm.

Local Option Transportation Sales & Use Tax Notice

Beginning July 1, 2022, Norman County will impose a 0.5 percent local option transportation sales and use tax on retail sales and uses taxable according to M.S. 297A.993. The tax will be administered by the MN Dept. of Revenue and the funds gained through the local option transportation sales tax will be used toward the payment of the general obligation bonds for the capital cost of constructing a new highway maintenance facility.

Proposed New Highway Shop Information Meetings

Norman County will host three public meetings on the dates and locations listed below. 

The main county highway shop in Ada is too small to accommodate modern highway equipment and is in an advanced state of deterioration.  In recent years the County Commission has explored a variety of options to address the facility deficiencies.   

The purpose of the meetings is to provide information to citizens regarding a proposed new shop.  The County Engineer will give a brief presentation, as shown here. Following the presentation there will be an opportunity for attendees to view drawings and ask questions.  Residents are encouraged to provide comments.

School is just around the corner and our goal is to be as “normal” as allowed. One way to make that happen for your student is vaccinating them if they are old enough. Vaccinated individuals are not expected to quarantine the 14 days if identified as a close contact of a positive.

With the Delta variant making its way across the United States, our goal at public health is to help everyone get vaccinated if
they choose to be.

If a student is participating in fall sports, the risk of exposure is higher. By getting vaccinated, if a student is identified as a close contact of a positive, they would still be able to continue to participate
without having to quarantine unless symptoms developed.

Join us for National Night Out on Tuesday,  August 3rd!

National Night Out to be held in Ada on Tuesday, August 3rd at the Coliseum in the Norman County Fairgrounds.  This event is America’s night out and Norman County’s night out against crime.  This event helps citizens to be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs and violence in Norman County.   It is a unique, nationwide crime, drug and violence prevention program.

The event will run from 5:30 p.m. to 8:00 p.m.  Get to know the officers, emergency services employees and other important organizations that protect and serve you!  On site will be law enforcement vehicles, ambulance, fire trucks, Jaws of Life, thermal imaging and a lot more!

The Ada Area Chamber of Commerce will have a fundraiser meal featuring a pork tenderloin supper from 5:30 -7:00 p.m. in the coliseum with a free will donation.  Monies from this fundraiser will go to the Ada Civic Improvement Fund, community events including Fun in the Flatlands, Old Fashioned Christmas Festival and other local events. 

Ongoing displays and demonstrations will be at the fairgrounds in front of the Coliseum throughout the evening.  Sponsors are needed to help pay for the cost of the children games and for the Red River Petting Zoo.   If you would like to help sponsor one of these events with a donation, please contact Lee Ann Hall at 784-3542 or email her at leeannko@loretel.net.

Norman-Mahnomen Public Health is requesting Norman & Mahnomen County residents who received a COVID-19 vaccine from a pharmacy/public health/clinic out of state or the Fargo VA to inform Norman-Mahnomen Public Health with their vaccine information.
Residents may call Norman-Mahnomen Public Health at 218-784-5425 / 218-935-2527. You may also email your card information to NMPH@co.norman.mn.us .
We will need the information off of your COVID-19 vaccination card to update.
The purpose of this request is to ensure MN resident vaccines are recorded in the MN Vaccine Registry.
Out of state pharmacies (and other out of state vaccine sites) and Veterans Affairs offices report vaccine information directly to the Centers of Disease Control and Prevention and do not provide vaccine information to the Minnesota immunization registry.

NORMAN COUNTY SMALL BUSINESS ASSISTANCE GRANT PROGRAM

In response to the economic hardships experienced by small businesses and nonprofit organizations resulting from the COVID-19 pandemic, the Minnesota State Legislature recently provided additional state funding to Minnesota counties for allocation to small businesses and nonprofit organizations in an effort to retain jobs and stabilize the business community. As a result, Norman County has received approximately $250,000.00 from the State of Minnesota, and has established a Business Assistance Grant Program in order to get this money allocated as soon as possible. This program is designed to provide emergency funding for businesses/organizations located in Norman County that have lost revenue as a result of the various executive orders issued by Governor Walz.

In order to be considered for program funding, each business/organization must complete the required application form and mail it to the
Norman County EDA, P.O. Box 3, Ada, MN 56510, or email to auditor@co.norman.mn.us.
Completed applications must be postmarked or received via email by February 18, 2021.

COVID-19 Vaccination Distribution

We are encouraged by the level of interest in our community related to COVID-19 vaccine and would like to clarify a number of questions we continue to receive:

  • As an enrolled provider for COVID-19 vaccine, we are expected to, and will follow, the Minnesota Department of Health (MDH) recommendations and guidance related to distribution of the vaccine. We are working with our community partners to strategically vaccinate our community in an ethical and efficient manner.
  • Currently, COVID-19 vaccine is being administered to priority groups included in Phase 1A, which includes healthcare workers and long-term care residents. We are hopeful vaccine will become more readily available, making additional priority groups eligible to receive vaccine.
  • A timeline for when all Minnesotans will have access to the vaccine is unknown. In the meantime, you can act now by getting your flu shot if you haven’t already, be patient as priority groups are vaccinated, and continue to practice preventative habits such as wearing a mask, staying 6 feet from others, washing your hands often and staying home if sick.

As additional priority groups become eligible for vaccination, we will share those details with our community through local media, our social media channels, including Facebook, Twitter and Instagram, and our website: www.co.norman.mn.us/COVID19

The Norman County Economic Development Authority has  received additional CARES funding to help businesses with recovery from COVID-19.  We will be accepting new applications until November 13, 2020.   Those that previously applied do not need to submit an application and will be considered for the new funding. Small Business COVID-19 Relief Grants are for businesses that have suffered a loss due to COVID-19.  This program provides grants to businesses for the recovery, stabilization and mitigation related to the COVID - 19 emergency. New applicants must complete the application and send it to the NC EDA, PO Box 3, Ada, MN 56510.  Applications must be postmarked by November 13, 2020.

Breaking News on Minnesota's Election-

If you still have a mail-in ballot, it is recommended that you don’t mail it. It is now recommended that you drop it off at your county election office or vote in person on Election Day.

According to the Star Tribune:

“(On Thursday evening), a panel of Eighth U.S. Circuit Court of Appeals judges ordered that all (Minnesota) mail-in ballots received after 8 p.m. on Election Day be set aside, setting the stage for a potential legal battle after the election. “

“After the Eighth Circuit’s decision late Thursday, Minnesota Secretary of State Steve Simon instructed voters to no longer place their absentee ballots in the mail. Instead, he said, voters should deliver their ballots by hand to their county election offices or vote in person on Election Day.

Norman County Situation Update: October 30, 2020

Update from Public Health Director, Sarah Kjono:
Norman County is seeing a recent surge of COVID-19 cases.

  • 80% of cases report symptoms
  • The majority of Norman county cases have been in people in their 50's.
  • Community spread is in all parts of the county.
  • Travel related exposures include people who have been to ND.
  • The 14 day case rate is projected to be a 66 for next week's report. As a reminder, the 14 day case rate is just one piece of data the schools use to determine their learning model.
  • If there is unknown data in the graphs, it is because the case investigations haven't been completed or the individual refused.

Courthouse to Open to the Public

Effective 11/1/20, Norman County facilities will open to the public except for Auditor/Treasurer and Recorder/Motor Vehicle offices.  
Those offices will continue to utilize appointments at this time. 
Face mask are required to enter facilities.

Norman County has received CARES funding to help businesses with recovery from COVID-19.  The Norman County EDA will be offering Small Businesses COVID-19 Relief Grants to businesses that have suffered a loss due to COVID-19.  This program provides grants to businesses for the recovery, stabilization and mitigation related to the COVID - 19 emergency.

If you are interested in applying, you need to complete the application and mail it to the Norman County EDA at PO Box 3, Ada, MN 56510.  It must be postmarked no later than September 30, 2020.  The guidelines and instructions are listed in the attached document.  If you don’t have a printer, you can call the Norman-Mahnomen Public Health office at 218-784-5425 to request a copy to be mailed to you.

Covid-19 Food Assistance Program

Covid-19 Food Assistance Program is having a drive through protein box distribution at the Norman County Fairgrounds on Monday, July 20, starting 8:30 AM until supply is gone.
Protein box will be 11 pounds of meat for each person in your household, limit 5 per household.
No paperwork, no income limits.

You will be given instructions as you enter the fairgrounds, hold up finger for number in your household, volunteers will load in your trunk, no contact.

After much discussion and planning, the decision was made by the Norman County Board to start reopening by appointment only on June 8th.  The Board will take a phased approach to reopening over the next several weeks. The public is still encouraged to conduct county business through the drop boxes, phone, mail and email during this time. Appointments can be made by contacting the appropriate department. The doors of the courthouse will remain locked during this phase and an employee will let you in at your scheduled time. 

If you have any signs of illness, including fever, chills, cough, headache, shortness of breath, sore throat, muscle aches, loss of taste or smell, we ask you to stay home. The public is encouraged to wear a mask when entering the building. 

As COVID-19 continues to circulate in our communities, we ask everyone to do their part to slow the spread.
  • Stay at least 6 feet from other people when you are in public places
  • Wash your hands often with soap and water for at least 20 seconds
  • Wear a cloth mask when out in public
  • Clean and disinfect surfaces that are frequently touched

County Board of Commissioner's Notice of Meeting Postponement

The regularly scheduled Norman County Board of Commissioners meeting for Tuesday June 2, 2020, has been postponed until Friday, June 5, 2020, out of respect for Commissioner Nathan Redland and the Holte families. 

 The meeting will be held in the Norman County Court Room beginning at 9:15 a.m. on Friday, June 5, 2020, following the agenda for the June 2nd meeting.

Local Board of Appeal and Equalization Meeting Changes

Due to concerns over the health and safety of Norman County property owners and employees, the Norman County Assessor’s Office, in conjunction with township board and city councils, will not be holding in-person Local Board of Appeal and Equalization meetings that were scheduled to take place throughout the county. Instead, those meetings are moving to a conference call. Employees from the Norman County Assessor’s Office, as well as the Local Board, will be on the call to assist in the process.

Health Officials Confirm First Case of COVID-19 in Norman County

The Minnesota Department of Health (MDH) has confirmed the first case of COVID-19 in Norman County. The individual in their 20’s without history of travel. The individual is isolated at home and being monitored by MDH.

Norman County Buildings & Facilities Closed to Public

ADA, MN – All Norman County buildings and facilities are closed to the public effective immediately (Thursday, March 19, 2020) and until further notice. The decision was made by the Norman County Board of Commissioners who held a meeting in the Norman County Board Room on Thursday morning, March 19th, 2020 to discuss appropriate prevention and protection measures in response to the expanding COVID – 19 pandemic. This was done in consultation with Emergency Management Director, Garry Johanson, and Public Health Director, Sarah Kjono.

Old Fashioned Family Christmas Festival

Don’t miss the annual Old Fashioned Family Christmas Festival scheduled for December 5-8, 2019!   Saturday, December 7th will be a big celebration with Santa Claus, Free Family Movie, Old Time Snowmobile Show, craft & vendor show, play, Festival of Trees and a lot more!

Studies find Norman County on top in state as a place to live and work!

County ranks #1 state for overall living, #6 for small business owners

The verdict is in! If you don’t live in Norman County, you should. According to the U.S. Census, in 1980 the county population was 9379, in 2010 it was 6852. The Norman County Economic Development Authority contracted with the U of M Extension to examine what could be done to turn this trend around.

 The project, Making it Home (Brain Gain), took five months and included five volunteer study groups which met around the county to discuss strengths and opportunities in their areas. In April they completed the U of M Making it Home, “Brain Gain” project and a final public presentation and workgroup sessions. study groups and residents in attendance agreed that Norman County has a variety of positives to offer. They include extensive recreation, strong schools, active community groups, a good cost of living and an overall desirable quality of life.

Fun in the Flatlands

"Fun in the Flatlands & 4-H Achievement Day. This festival is held the second weekend in September. It is a fun weekend offering something for everyone! The big event day is on Saturday, Sept. 9th.
 
Join us for a full day of fun in Ada, MN! There will be a Backyard BBQ/Rib Cook Off, Craft Show, Parade, Music, Pioneer Days and a Pioneer Food Court, Food Stands, Children's Games, Bus Races, Chair Races, Karaoke, Balloon Art and so much more!

4-H Achievement day is held Sunday at the Norman County Fairgrounds.

National Night Out - August 6

National Night Out will be held in Ada on Tuesday, August 6 at the Coliseum in the Norman County Fairgrounds.  This event helps citizens to be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs, and violence in Norman County. 
The event will run from 5:30pm-8:30pm.
Free will donation supper served from 5:30-7:00pm

NCE - Twin Valley Campus Gets New Playground

Norman County East students will have new equipment to play on thanks the efforts of many volunteers, who helped install the equipment on July 15-16, 2019. The volunteers consisted of parents, teachers, students, alumni, and other community members.  NCE school board member, Sarah Kjono, states there will be some additional work done in August to add a fence to the north side of the playground and some updates to the tennis courts.

Update from Public Health Health Director, Sarah Kjono:

Norman County is seeing a recent surge of COVID-19 cases.

  • 80% of cases report symptoms
  • The majority of Norman county cases have been in people in their 50's.
  • Community spread is in all parts of the county.
  • Travel related exposures include people who have been to ND.
  • The 14 day case rate is projected to be a 66 for next week's report. As a reminder, the 14 day case rate is just one piece of data the schools use to determine their learning model.
  • If there is unknown data in the graphs, it is because the case investigations haven't been completed or the individual refused.

Auditor-Treasurer Office To Be Closed for Training

The Auditor-Treasurer’s Office will be closed from Noon on Tuesday, April 23 thru Friday, April 26.  We will reopen Monday, April 29, 2024 at 8:30 am.  We will be out for Election’s Training.
